The Merseyside Collaborative Framework is a fully OJEU compliant framework contract for office consumables, open to local government and other public sector organisations.
Local authorities have long been involved in collaborative buying forums using their collective buying power to get the best price for common consumables. This artificially low price, however, made recycled products appear expensive, which were largely overlooked during negotiations.
Working individually with the Buy Recycled Code Public Sector members and the contract provider, Office Depot (also a member of the Code), Envirolink Northwest has been able to begin to redress this imbalance. The framework members can now access the environmentally preferential office consumables contained within Office Depot’s “Green Book” catalogue at the same discounted and preferential rates.
Office Depot is the largest contract stationer in the UK and is an ideal partner for the public sector buyers as they were assured that quality or price would not be sacrificed when “going green”. The green options in the catalogue are equal in quality and performance to traditional Office Products and, across the board, a basket of goods often ends up generating cost savings for the public sector bodies and, ultimately, the tax payer!
Members of the framework have been looking to reduce the environmental impact of their procurement activities in other ways too. Initiatives being explored include keeping order values to above £50 to reduce the number of deliveries they take and only ordering on specific days of the week to enable orders to be consolidated. Both these initiatives reduce traffic disruption and carbon emissions.
Since the environmentally products have been made available to the framework from Office Depot, we’ve been able to demonstrate the environmental savings that have been made. Here are the latest facts and figures:
